About the Role
Shoalhaven City Council is seeking an experienced Senior Surveillance Officer to lead and manage site surveillance functions within the Project Delivery team.
In this role, you will provide Council's on‑site representation across a wide range of civil infrastructure, building and open space projects, ensuring construction works are delivered in accordance with approved scopes, specifications, contracts and legislative requirements. You will lead and support the Surveillance team, work closely with Project Engineers and Project Managers, and play a key role in monitoring quality, safety, environmental and technical compliance on site.
Reporting directly to the Manager, Project Delivery, the main responsibilities of this role include:
- Provide effective site representation as Council Officer across a range of projects.
- Follow processes and protocols in compliance with all relevant legislation and Council policies and procedures and ensures that risks are managed.
- Assist new, upgrade or renewal works in accordance with delivery programs, from inception to completion and handover.
- Assist with associated planning, investigation, consultation, design, procurement, scheduling, cost, and budget requirements.
- Ensure Council's contracts and services are provided in accordance with all relevant legislation and standards including WHS and Environment and Quality standards.
- Surveillance of works and take appropriate action to ensure conformance by the contractor with contract specifications.
- Assist Project Engineer and Manager in day-to-day project work including but not limited to maintaining a cost variation register, assessing payment claim quantities and drafting letters/correspondence, procurement, risk identification, review of contractor's management systems.
- Provide professional/specialist advice to the Project Delivery Manager to ensure the delivery of quality, accurate, and timely responses to the community and Council.
- Ensure the application of relevant construction -specifications (AUSSPEC) by Contractors when undertaking works for Council. Ensure correct implementation of environmental, traffic and safety controls.
- Ensure applicable Legislative requirements on-site are fulfilled by Contractors undertaking works for Council.
- Liaise with Council Staff within the Department and within other Departments to obtain or communicate information relevant to the contract works.

The advertised salary is based on the grade of the position, comprising of 4 steps within the range shown. The starting salary is at Step 1 within the grade. Progression through the salary steps shall be based upon the achievement of performance objectives relating to the position.
About You
To be successful in the position, you will have:
- Diploma in Building, Construction, Landscaping, Engineering (or equivalent qualification and / or experience in a similar role).
- Demonstrated experience in a range of Construction Delivery functions including procurement, time, cost, quality, and contract surveillance.
- Current NSW General Construction Induction card (white card) or acceptable interstate alternative
- Minimum NSW Class C driver's license
- Proof of right to work in Australia
