Head of Community Infrastructure Planning

We are set up for flexibility - compressed work week or remote working.

Salary around $160K plus 11% super plus vehicle

  • Consolidate and evolve our approach to understanding community needs and delivering our community infrastructure.
  • Advocate for our community infrastructure and lead the implementation of the CIP Plan.
  • Lead multi-disciplined teams to deliver community infrastructure.

At Armadale we are growing at an exponential rate and on the path to fulfil our role as a Strategic Metropolitan Centre.  This means we need to continue to plan for, and think differently, about how we develop our built environment so that our community have access to spaces which are safe, functional and sustainable.

 As the Head of Community Infrastructure Planning you will be shaping the future of the City of Armadale and leading the way in provision of community infrastructure outcomes.

This significant and impactful role is about engaging robust strategies to understand, advocate and deliver community infrastructure which meets our future needs. 

Proud and Invested

The City has been laying the foundations for this growth through land use plans such as the Armadale Strategic Metropolitan Centre Structure Plan, which will guide and govern future land use within the Armadale City Centre.  We have some cool projects being built (check out our Planned Capital Works in the 4 year budget in your spare time – it’s amazing).  In addition, we have over $1.6B worth of assets which are continually being enhanced through our Asset Management Plans.

In the last year, we have invested $12.4M in capital works which has seen significant benefits to the community.  And we are not done yet.  Our capital investment will be an average of $37.4M per annum over the next 4 years.

What you will be working on

Leading a team of committed CIP professionals and working across a large range of stakeholder groups, you will look to continually understand and integrate our community needs into our strategic and annual planning processes.

This role offers a unique opportunity to lead and contribute significantly to the City's strategic vision:

Continually look to Understand: Identify our community needs through robust engagement and analysis of social research.

Deliver Collaborative Projects:  Coordinate the design, advocate and deliver projects with external stakeholders which meets our future needs and aspirations.

Lead a High Performing Team: Create and lead multidisciplinary and diverse internal and external teams that interact seamlessly with the organisation and other parties to deliver community infrastructure outcomes.

Provide Innovative Solutions: Identify and capitalise on opportunities to innovate, ensuring the delivery of highly complex projects which leverage grant funding opportunities.

Evolve and Integrate: We are looking to improve how our CIP processes are integrated to other governance, financial and project frameworks and create a fit for purpose CIP strategy to deliver for our community.

Lead Strategic Advocacy: Elevate the City’s influence in decision-making forums, shaping impactful public policies, research and outcomes.

To be Successful you will Need

  • Leadership of a team who work in a complex environment with multiple stakeholders.
  • Demonstrated experience in successfully advocating for investment into community initiatives, infrastructure and projects.
  • Extensive experience in managing planning and development projects in government or private practice.
  • Tertiary Qualifications in Planning, Community Development, Social Planning or Recreation.
