The opportunity

Federation Council is seeking a practical, community-minded leader to deliver results with our Works Team into its next chapter. If you know your way around a civil construction site, enjoy mentoring a great crew, and aren't afraid to get your hands dirty, this is the role for you.

As the Team Leader Construction, you will champion the day-to-day operations, administration, and supervision of our dedicated Council Works Team. You will oversee a crew of 4 direct reports (plus contractors on occasion) to deliver high-quality roads, footpaths, and drainage infrastructure that keeps our community moving safely.

This isn’t a role where you’ll sit behind a desk. You will be out in the field, operating plant, collaborating across diverse council teams—such as water & sewer, landfills, and recreation—and actively building a positive workplace culture.

In this role you will, but not limited to:

  • Instruct, supervise, and mentor your team and contractors, fostering a culture of accountability, high productivity, and respect.
  • Support the Works Overseer in planning schedules, allocating duties, and executing construction and maintenance tasks for sealed and unsealed roads, drainage, and infrastructure assets.
  • Provide direct labour and operate plant, tools (including chainsaws), and equipment safely whenever required.
  • Conduct site risk assessments, lead daily toolbox talks, implement Safe Work Method Statements (SWMS), and ensure the team goes home safely at the end of every day.
  • Read engineering drawings and traffic control plans to accurately set out worksites and manage temporary traffic setups.
  • Provide exceptional customer service, handle local enquiries or conflicts professionally, and build strong professional networks.

Essential key criteria to be addressed in applications

  • A Certificate III in Civil Construction combined with solid, practical experience in civil works (roads, stormwater, water-mains, and concrete finishing).
  • Proven experience supervising staff, allocating work schedules, and managing plant and materials.
  • A valid Heavy Rigid (HR) Driver’s Licence and a Construction Induction White Card.
  • The ability to interpret engineering construction plans alongside intermediate computer skills (MS Word, Excel, email, and basic record-keeping systems).
  • Initiative to improve work methods, solve site issues on the fly, and know when to seek guidance.
  • Thorough knowledge of WHS practices and a proactive commitment to managing risk.

The appointment will be in accordance with the Local Government (State) Award and Council’s policies and conditions of employment.  The salary is commencing at $39.42 per hour with progression up to $43.51 per hour dependent upon skills and experience.
