The role
Are you a senior operational leader with deep experience managing large, complex open space and building asset portfolios?
In this pivotal leadership role, you will oversee the delivery and maintenance of Council’s extensive portfolio of parks, sports fields, reserves, public amenities and buildings assets, which are critical to community wellbeing and service delivery.
Leading a large multidisciplinary workforce, you will be responsible for the safe, efficient and high‑quality delivery of programmed and reactive maintenance services across a complex operational environment. You will set clear direction, embed a strong safety and performance culture, and ensure services consistently meet agreed service levels and community expectations.
Reporting to the Executive Manager City Works & Operations, you will drive continuous improvement across operations, safety leadership, financial and resource management, digital transformation, and workforce capability. Working closely with internal and external stakeholders, contractors and partners, you will align day‑to‑day operations with Council’s strategic objectives while supporting long‑term asset sustainability.
This role will appeal to an experienced leader who combines strong technical expertise in open space and building maintenance with the ability to lead large teams, manage risk, optimise resources and deliver outcomes in a high‑profile public sector environment.
Some of your duties would involve but not be limited to:
- Provide strong leadership and direction to the Open Space and Buildings Operations Unit, ensuring safe, compliant and high-quality service delivery
- Oversee programmed and reactive maintenance activities, ensuring services meet agreed service levels, community expectations and organisational priorities
- Monitor operational performance, risks and service outcomes, providing clear reporting and insights to support decision-making
- Drive continuous improvement across service delivery, systems and processes, enhancing efficiency, effectiveness and value for money
- Lead a customer-focused, “whole of place” approach to managing open space and building assets
- Collaborate with internal stakeholders to ensure coordinated, consistent and aligned service delivery across Council
- Align operational plans and activities with Council’s strategic direction, asset management frameworks and long-term objectives
- Support innovation and digital optimisation initiatives to improve service productivity and operational oversight
Key challenges of the role:
- Leading a large, diverse and geographically dispersed workforce and asset portfolio, ensuring consistent service standards and safety outcomes
- Balancing competing priorities across maintenance, compliance, customer expectations and strategic initiatives within available resources
- Driving digital and systems transformation while maintaining service continuity and supporting workforce adoption
- Evolving service levels to meet changing community needs, asset demands and organisational priorities within budget constraints

You will have
- Tertiary qualifications or equivalent experience in a relevant field. Extensive experience in the fields of Open Space and Buildings Operations within the local government sector is advantageous.
- Current C Class Driver’s Licence
- Proven experience leading and managing large, multi-disciplinary teams
- Broad knowledge across multiple functional areas within the sector
- Demonstrated experience managing multiple projects, including budgets, resources and reporting
- Strong financial management skills and ability to oversee budgets effectively
- Ability to manage competing priorities and complex issues
- Skilled in developing team capability and driving high performance
- Experience engaging with stakeholders at all levels, including Executive and Senior Management
- Sound knowledge of change management principles and leadership
- Innovative thinker with experience improving systems, processes and digital transformation initiatives
The salary range for this opportunity is from $157,959 - $236,996 + 12% Super + Car Allowance and is dependent on skills and experience.
