A Senior Leadership Opportunity for a Proven Civil Project Manager

We are seeking a highly qualified leader for the pivotal role of Manager Works. Reporting directly to the Director of Works and Infrastructure, this position requires a unique professional hybrid: a seasoned Project Manager combining a rigorous civil engineering background with the leadership acumen to direct a major regional operations department.

Far from a purely administrative role, this position is designed for an active, on-the-ground manager balancing strategic oversight and site-based delivery. You will take full accountability for a substantial operational and capital works budget, driving precise cost estimation, forecasting, and fiscal compliance. Leading a large internal team and extensive contractor network, you will foster an accountable, high-performance culture—making this ideal for established operations managers ready for senior leadership. You will also serve as a key advocate for Council, providing technical mentorship, liaising with public utilities, and representing the organisation at major government forums.

Operations & Project Delivery

On the ground, you are the driving force behind the physical execution and compliance of Council's infrastructure. You will manage contractor services and direct end-to-end delivery of civil works—ensuring detailed designs and safety reviews are finalised before construction through to final project hand-over. You will directly oversee the day-to-day operations and legislative compliance of regional roads, stormwater networks, bridges, aerodromes, and Council quarries/gravel pits, while coordinating with Fleet Services on casual plant hire contracts.

Civil Technical Requirements

  • Civil Asset & Project Expertise: 10+ years managing regional civil construction (roads, bridges, stormwater) from initial survey and design review to physical site hand-over.
  • Compliance & Frameworks: Deep knowledge of civil design standards, quarry/mine safety legislation, and Transport for NSW (TfNSW / RMCC) contract and grant processes.
  • Qualifications & Systems: Tertiary qualification in Civil Engineering/Project Management (or equivalent senior experience), Class C licence, and strong digital/financial tool literacy.
