Senior Project Manager – Aquatic Centre Construction

  • Lead $70m Aquatic Centre Project for the community
  • 3.5 year fixed term contract, 35hrs per week

About the role

We are seeking an experienced and highly motivated Project Manager to oversee the construction and delivery of a $70 million aquatic centre project on behalf of Bayside Council.  The role is responsible for all aspects of delivery to ensure the project is delivered on time, within budget, and to the highest quality standards, while managing stakeholders and ensuring compliance with relevant legislation and best practice.

The Project Manager will be responsible for all aspects of project construction delivery, including managing contractual and commercial risks, reviewing building contracts, plans, and specifications, and overseeing the construction and defects liability periods. The role will also require high-level contract management functions, including acting as the Superintendent’s Representative under relevant contract standards.

The Project Manager will report to the Coordinator Construction and will have a close working relationship with the City Projects Design team for buildability resolution during design phases and the preparation of tender documentation.

You can also expect to:

  • Lead the coordination and delivery of the aquatic centre construction project in line with industry best practice and statutory requirements.
  • Oversee project planning, scheduling, budgeting, and risk management.
  • Manage contract administration to ensure compliance and effectively mitigate risks.
  • Engage, coordinate, and manage consultants, contractors, and key stakeholders, ensuring alignment with project objectives.
  • Develop and implement project management support systems and processes to ensure the efficient and effective delivery of construction projects.
  • Evaluate, review, and manage contractual compliance for contracts, plans, designs, and specifications, identifying and addressing non-conformance.
  • Provide clear direction and action on agreed plans to align the organisation and drive goal achievement.
  • Ensure compliance with all relevant building codes, safety regulations, environmental policies, and governance requirements.
  • Monitor and report on project progress, risks, and issues to senior leadership and relevant stakeholders.
  • Facilitate community and stakeholder engagement to ensure transparency and project success.
  • Ensure the integration of sustainable design principles into project delivery.
  • Promote an ethical, professional, and collaborative culture through open, fair, and transparent decision-making.

Key Challenges

  • Identifying and resolving issues related to project delivery, evaluation, and continuous improvement.
  • Managing contract scope changes and implementing robust protocols to minimise financial implications and optimise investment returns.
  • Managing a highly complex, multi-disciplinary construction project in a politically sensitive environment, balancing community expectations with regulatory obligations.

About you

We are looking for someone who has the following qualifications and expertise:

  • Minimum of 7–10 years experience in project management, specifically overseeing large-scale public infrastructure or commercial construction projects.
  • Proven track record delivering high-value projects ($50M+), ideally in aquatic, sports, or recreation facilities.
  • Strong understanding of construction methodologies, procurement processes, and contract management.
  • Experience with managing contract administration under GC21, MW21, AS4902, and AS4000 contracts, ensuring compliance and effective risk mitigation
  • Experience with stakeholder engagement, including working with government agencies, local councils, and community groups.
  • Excellent leadership, negotiation, and problem-solving skills.
  • Familiarity with relevant Australian building codes, environmental regulations, and workplace health and safety standards.
  • Proficiency in project management software (e.g., Primavera P6, MS Project) and reporting tools.
  • Strong financial and risk management capabilities.
  • Ability to work under pressure and manage competing priorities in a dynamic environment.

Desirables

  • Certification in Project Management (PMBoK, PRINCE2) or equivalent.
  • Previous experience working within government or public sector project delivery.
  • Understanding of sustainable construction and environmental best practices.
