Procurement and Contracts Partner
About the role
The Procurement and Contracts Partner works closely with internal stakeholders to deliver strong strategic and operational procurement outcomes. The role leads sourcing and contract activities across all external spend, ensuring decisions support Council priorities and deliver value for money.
Working within Council’s procurement framework, policies and procedures, the role provides expert advice and oversight to ensure activities are compliant, consistent and commercially sound. Success in this role relies on strong, collaborative relationships with internal stakeholders and external suppliers.
Key focus areas:
- Partner with internal stakeholders to understand future plans, major projects and operational needs, and develop sourcing and contract strategies that manage risk and deliver commercial value.
- Lead sourcing and, where required, category planning across assigned areas, including spend analysis, market assessment and opportunity identification.
- Develop and deliver sourcing strategies that align market capability with business needs and achieve value‑for‑money outcomes.
- Manage end‑to‑end strategic sourcing, from procurement strategy and market engagement through to evaluation, negotiation and contract award.
- Act as the commercial lead on key contracts, building strong supplier relationships to improve performance and drive innovation.
- Assess supplier capability and risk, including safety, environmental and quality standards, in line with Council frameworks.
- Support contract lifecycle management for major contracts, including performance reviews, pricing reviews, variations and issue resolution.
About You
- You hold a qualification in procurement, supply chain, contract or project management, or bring equivalent experience, with strong capability in end‑to‑end sourcing and tendering.
- Comfortable working independently and as a trusted advisor, you build strong relationships and collaborate effectively across diverse stakeholder groups.
- You bring sound knowledge of procurement and contract management policies, systems and governance, including high‑value and competitive tendering.
- You demonstrate strong strategic and commercial judgement, delivering value‑for‑money outcomes across CAPEX and OPEX contracts.
- Digitally capable and analytically strong, you use procurement systems and data to generate insights, support decision‑making and guide change.
