The Oppor­tu­ni­ty

We seek a Man­ag­er Finance who will be locat­ed at the Civic Cen­tre, and pri­mar­i­ly respon­si­ble for:

> Over­see­ing the finan­cial man­age­ment and report­ing activ­i­ties of the finance depart­ment to ensure the effi­cient and effec­tive deliv­ery of account­ing and finan­cial ser­vices to the organ­i­sa­tion, includ­ing the devel­op­ment of finan­cial poli­cies and pro­ce­dures.
> Man­ag­ing the bud­get plan­ning process, com­pil­ing the annu­al bud­get, cap­i­tal expen­di­ture pro­gram, long-term finan­cial plan, bud­get revi­sions and the analy­sis of the end of finan­cial year posi­tion under the direc­tion of the Chief Finan­cial Offi­cer.
> Offer­ing finan­cial insights and advice to the exec­u­tive team to sup­port evi­dence-based and finan­cial­ly pru­dent deci­sion-mak­ing, includ­ing over­see­ing the prepa­ra­tion of the annu­al and month­ly finan­cial state­ments and reports.
> Ensur­ing com­pli­ance with strate­gic, leg­isla­tive and pol­i­cy require­ments applic­a­ble to the respon­si­bil­i­ties of the posi­tion.

Key Respon­si­bil­i­ties
> Ensure the integri­ty of the finan­cial sys­tem is main­tained.
> Man­age month end and year clo­sure and process­es, includ­ing:
• Bal­ance sheet rec­on­cil­i­a­tion
• Gen­er­al jour­nals and accru­als
• Statu­to­ry Finan­cial State­ments.
> Com­pile the annu­al bud­get, cap­i­tal expen­di­ture pro­gram, long-term finan­cial plan, and the analy­sis of the end of finan­cial year posi­tion.
> Pre­pare reports for pre­sen­ta­tion to the Coun­cil such as the Month­ly Finance Reports.
> Over­see the prepa­ra­tion of the Annu­al Finan­cial State­ments.
> Ensure com­pli­ance with all reg­u­la­to­ry require­ments, over­see prepa­ra­tion and sub­mis­sion of BAS and FBT Returns.

> Pro­vide finan­cial infor­ma­tion applic­a­ble to the whole-of-organ­i­sa­tion grants report­ing frame­work and pre­pare and sub­mit Annu­al Grant Com­mis­sion Returns.
> Man­age the annu­al audit process­es, liais­ing with audi­tor, and the adop­tion of audit advices and rec­om­men­da­tions.
> Man­age Council’s invest­ment port­fo­lio in line with Council’s Invest­ment Pol­i­cy.
> Liaise with finan­cial insti­tu­tions regard­ing bank­ing arrange­ments.
> Ini­ti­ate, reg­u­lar­ly review and imple­ment new and updat­ed finan­cial process­es and poli­cies to strength­en cur­rent inter­nal con­trol and process improve­ment.
> Men­tor, man­age and train the finance team to ensure skills are up-to-date.
> Ensure that finance team’s goals and objec­tives are in line with organ­i­sa­tion­al per­for­mance and strate­gic objec­tives.
> Active­ly encour­age con­tin­u­ous improve­ment and inno­va­tion of ser­vice deliv­ery sys­tems and pro­grams.
> Assist the organ­i­sa­tion to access finan­cial sys­tems and appro­pri­ate finan­cial reports required to man­age their areas effec­tive­ly.
> Pro­vide mul­ti-func­tion­al finan­cial advice to oth­er direc­torates with­in Coun­cil.
> Act as a busi­ness part­ner and advi­so­ry ser­vice to inter­nal busi­ness unit leaders.

Qual­i­fi­ca­tions
Ter­tiary qual­i­fi­ca­tions in Finance and/​or Account­ing, and mem­ber­ship of a rel­e­vant
pro­fes­sion­al asso­ci­a­tion (such as CA or CPA) is essential.

Selec­tion Cri­te­ria
Essen­tial
1. A degree or high­er in Finance and/​or Account­ing.
2. Mem­ber­ship of a pro­fes­sion­al account­ing asso­ci­a­tion, such as CPA and CA.
3. Demon­strat­ed expe­ri­ence of at least three years in finance team man­age­ment, staff train­ing and men­tor­ing.
4. Proven sub­stan­tial work expe­ri­ence in Aus­tralia in account­ing, bud­get­ing, asset man­age­ment, month end and year clo­sure process, statu­to­ry finan­cial state­ments.
5. Expe­ri­ence in the imple­men­ta­tion and improve­ment of finan­cial process­es and ini­tia­tives.
6. High­ly devel­oped inter­per­son­al skills, liais­ing and build­ing pro­duc­tive work­ing rela­tion­ships with all inter­nal and exter­nal clients and con­tacts at all lev­els.
7. Abil­i­ty to pro­vide a high lev­el of cus­tomer ser­vice to both inter­nal and exter­nal cus­tomers.
8. High lev­el oper­a­tional lead­er­ship and man­age­ment skills with abil­i­ty to align and com­mit to cor­po­rate cul­ture and work in a cross-cul­tur­al envi­ron­ment.
9. Sound ana­lyt­i­cal and busi­ness acu­men skills with the abil­i­ty to assist with effec­tive strate­gic plan­ning, change man­age­ment and pol­i­cy devel­op­ment with­in the organ­i­sa­tion.
10. Advanced skills in Microsoft Excel and pro­fi­cient in using account­ing and finan­cial sys­tem plat­forms and report­ing tools.

Desir­able
1. Expe­ri­ence in local gov­ern­ment.
2. Expe­ri­ence using Civi­ca Author­i­ty ERP system.

 

What will you get from join­ing the team?

  • Lev­el 8  p/​a $119,384.16 – $127,431.71p/a plus super­an­nu­a­tion plus skill short­age allowance, which also attracts a 3% salary increase annu­al­ly in Decem­ber 2024
  • Dis­trict allowance — $ 2611 w/​dependents, $1498 w/​o depen­dents on pro-rata basis.
  • 6 weeks annu­al leave (with a leave load­ing of 17.5%) + 3 weeks per­son­al leave + long ser­vice leave
  • Relocation(up to $7,500) + tem­po­rary accom­mo­da­tion assis­tance avail­able ($600 per week, up to 6 weeks)
  • Salary pack­age includes 50% util­i­ties, rent, mort­gage, and exclu­sive novat­ed lease deals.
  • Oth­er leaves (unac­cu­mu­lat­ed) sub­ject to approval based on cur­rent Enter­prise Agree­ment includ­ing: 

         - up to 4 times Blood Dona­tion Leave,

         - 2 days Vol­un­teer leave,

         - 3 Cul­tur­al / Cer­e­mo­ni­al leave 

  • 14 weeks Parental leave or 2 weeks part­ner leave paid by Coun­cil after 12 months employments
