The Opportunity
We seek a Manager Finance who will be located at the Civic Centre, and primarily responsible for:
> Overseeing the financial management and reporting activities of the finance department to ensure the efficient and effective delivery of accounting and financial services to the organisation, including the development of financial policies and procedures.
> Managing the budget planning process, compiling the annual budget, capital expenditure program, long-term financial plan, budget revisions and the analysis of the end of financial year position under the direction of the Chief Financial Officer.
> Offering financial insights and advice to the executive team to support evidence-based and financially prudent decision-making, including overseeing the preparation of the annual and monthly financial statements and reports.
> Ensuring compliance with strategic, legislative and policy requirements applicable to the responsibilities of the position.
Key Responsibilities
> Ensure the integrity of the financial system is maintained.
> Manage month end and year closure and processes, including:
• Balance sheet reconciliation
• General journals and accruals
• Statutory Financial Statements.
> Compile the annual budget, capital expenditure program, long-term financial plan, and the analysis of the end of financial year position.
> Prepare reports for presentation to the Council such as the Monthly Finance Reports.
> Oversee the preparation of the Annual Financial Statements.
> Ensure compliance with all regulatory requirements, oversee preparation and submission of BAS and FBT Returns.
> Provide financial information applicable to the whole-of-organisation grants reporting framework and prepare and submit Annual Grant Commission Returns.
> Manage the annual audit processes, liaising with auditor, and the adoption of audit advices and recommendations.
> Manage Council’s investment portfolio in line with Council’s Investment Policy.
> Liaise with financial institutions regarding banking arrangements.
> Initiate, regularly review and implement new and updated financial processes and policies to strengthen current internal control and process improvement.
> Mentor, manage and train the finance team to ensure skills are up-to-date.
> Ensure that finance team’s goals and objectives are in line with organisational performance and strategic objectives.
> Actively encourage continuous improvement and innovation of service delivery systems and programs.
> Assist the organisation to access financial systems and appropriate financial reports required to manage their areas effectively.
> Provide multi-functional financial advice to other directorates within Council.
> Act as a business partner and advisory service to internal business unit leaders.
Qualifications
Tertiary qualifications in Finance and/or Accounting, and membership of a relevant
professional association (such as CA or CPA) is essential.
Selection Criteria
Essential
1. A degree or higher in Finance and/or Accounting.
2. Membership of a professional accounting association, such as CPA and CA.
3. Demonstrated experience of at least three years in finance team management, staff training and mentoring.
4. Proven substantial work experience in Australia in accounting, budgeting, asset management, month end and year closure process, statutory financial statements.
5. Experience in the implementation and improvement of financial processes and initiatives.
6. Highly developed interpersonal skills, liaising and building productive working relationships with all internal and external clients and contacts at all levels.
7. Ability to provide a high level of customer service to both internal and external customers.
8. High level operational leadership and management skills with ability to align and commit to corporate culture and work in a cross-cultural environment.
9. Sound analytical and business acumen skills with the ability to assist with effective strategic planning, change management and policy development within the organisation.
10. Advanced skills in Microsoft Excel and proficient in using accounting and financial system platforms and reporting tools.
Desirable
1. Experience in local government.
2. Experience using Civica Authority ERP system.
What will you get from joining the team?
- Level 8 p/a $119,384.16 – $127,431.71p/a plus superannuation plus skill shortage allowance, which also attracts a 3% salary increase annually in December 2024
- District allowance — $ 2611 w/dependents, $1498 w/o dependents on pro-rata basis.
- 6 weeks annual leave (with a leave loading of 17.5%) + 3 weeks personal leave + long service leave
- Relocation(up to $7,500) + temporary accommodation assistance available ($600 per week, up to 6 weeks)
- Salary package includes 50% utilities, rent, mortgage, and exclusive novated lease deals.
- Other leaves (unaccumulated) subject to approval based on current Enterprise Agreement including:

- 14 weeks Parental leave or 2 weeks partner leave paid by Council after 12 months employments
