Salary from $97,295.20 to $116,179.48 per annum + 10% superannuation 

+ $1,000 pa transport allowance 

35 hours per week with access to flexi time


North Sydney Council administers the North Sydney local government area on Sydney’s picturesque lower North Shore. Our 400 employees look after 71,000 residents spread across 10 square kilometres of land on the foreshores of Sydney Harbour providing spectacular harbour views, beautiful parklands, and a bustling CBD (Central Business Districts).

Information Technology in North Sydney Council aims to ensure the efficient planning, implementation, and application of information technology to support the Council’s service delivery, in line with the North Sydney Council Community Strategic Plan.

An opportunity now exists for a strategic and results driven Business Analyst within the Information Technology team. Reporting to the Manager Information Technology, the IT (Information Technology) Business Analyst will review and undertake a critical analysis of the organisation’s business intentions, services, processes, and information needs across the organisation, to identify changes that lead to business improvements and business value.

The successful candidate will have strong analytical skills, communication skills and adept Project Management experience with a team environment. 


  • Relevant tertiary qualifications in IT or related discipline including relevant industry certifications, with demonstrated experience in a Business Analyst or Project Management role for a medium size public or private organisation.
  • Strong interpersonal, consultation and negotiation skills with the ability to verbally communicate clearly and effectively with business stakeholders, external Vendor Partners, and internal IT Teams.
  • Extensive experience in business process mapping, process re-engineering, and requirements gathering, using relevant business process modelling and testing techniques, including the formal representation of use cases and workflows.
  • Experience working within a recognised project management methodology such as PRINCE2, PMBOK or Scrum.
  • Demonstrated experience in delivering projects applying adept project and change management principles, including requirements gathering, prioritisation, stakeholder engagement and demand management.
  • Knowledge and experience of a broad range of IT technologies and platforms across the Application and Infrastructure space within a Local Government context.
  • Strong analytical and logical approach to problem solving, including interpreting data to produce meaningful information, and undertaking qualitative and quantitative research to identify trends to assist with determining business priorities.
  • Attention to detail and demonstrated experience in preparing high quality project documentation including business and functional requirements, performance reports, project plans, process flows, and business cases.
  • Demonstrated inclusive, collaborative, and engaging approach, including the ability to consult, facilitate, negotiate, and influence with a broad range of stakeholders.


  • Experience and/or knowledge of the Civica Authority and Technology One Local Government platforms, including their modules, functions, and data.
  • Experience and/or knowledge of Infrastructure solutions and platforms such as Data Networking, Unified Communications, Server and Storage, and Data Centre operations.
  • Experience organising project user groups and in positively influencing participation and outcomes.
  • Broad knowledge of Enterprise Architecture, IT Risk, and Information Security principles.
  • Experience and knowledge of Application systems problem and defect management.
  • Experience in IT Vendor Management and understanding of financial principles as it applies to Information Technology.
  • Experience operating in a DevOps model and/or utilising Agile or Waterfall methodologies.
  • Vaccinated against COVID-19
