City of Kalgoorlie-Boulder

Executive Manager People and Culture

Posted: 28 May
Closes: 26 Aug

Job Number: EXEC-27

Business Unit: Office of the Chief Executive

Employment Status: Fixed Term Contract - Full Time

Now, I’m not going to sugar coat it - the City of Kalgoorlie-Boulder has received some negative press of late, which includes the results of a cultural survey commissioned by Council in 2021. However, as the recently appointed CEO, I have started implementing the recommendations from that report and the City and its staff are now moving confidently towards a reinvigorated workplace where staff aspire to be.

The position of Executive Manager People and Culture is an important component of the change process necessary to make the City a great place again and I’m looking for just the right leader to join the team. You will be working closely with myself and the rest of the newly formed Executive Leadership Team to build a strong, positive and efficient organisation.

Is your interest piqued? Then read on. This is a role you can really get your teeth into as there’s plenty to do from a human resources perspective. You should have a sound understanding of state and federal legislation governing the workplace, which includes the Equal Opportunity Act 1984 and the recently proclaimed Work Health and Safety Act 2020. The City will be transitioning to the state industrial relations system in 2022, so an understanding of the Industrial Relations Act 1979 and the WAIRC will be an advantage.

Naturally, taking a leadership role in workplace bargaining is a must. The ability to conduct investigations into workplace grievances and allegations of misconduct is also integral to the role. I’m looking for someone with a strategic mindset and a flair for writing policies and procedures that are both practical and appropriate for our organisation. Coaching and developing staff to succeed will form part of your initial strategy within the People and Culture team, as will creating the new workforce plan for the entire organisation.

As can be seen, this is not an entry level position, and the ability to undertake and understand all aspects of contemporary human resource management is necessary to ensure the provision of quality human resource services.

The demands on you will be high, but the rewards will be worth their weight in gold!

Total Package

Remuneration will be commensurate with qualifications and experience.
